Export all settings

Download the tenant's whole panel-settings store as a JSON document (legacy "Export settings"). Forward-compatible: every settings bag is included automatically. Secrets (passwords / API tokens) are NEVER exported; platform-managed bags (e.g. quota) are omitted. Admin only.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).

Authenticated but not allowed.
