Get Meta Conversions API settings

The current tenant's Meta Conversions API configuration (41 §C1, decision S2 — every tenant sends to their OWN dataset).

The access token is WRITE-ONLY: access_token_set says whether one is stored, and the value itself is never returned by any endpoint.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).

Authenticated but not allowed.
