Import a polled channel's existing comment history (channel manager only)

Queues a full, paginated import of the comments/reviews already published on a POLLED channel (Google Business reviews). Webhook sources push comments live and are rejected with 422. The import is silent (no AI auto-reply, no realtime flood) and idempotent, so it is safe to re-run; progress is reported on the channel (import in the channel listing).
