İYS change notice from an integrator (public, unsigned)

POST
/api/iys/hooks/:provider/:token

Netgsm's NetİYS webhook (one record) or Verimor's daily İYS citizen report (iys_campaign_id) — doc 92 §5.3. Only a HINT: the recipient's state is queried (Netgsm) or the report is read (Verimor) with the tenant's own credentials, and only that answer changes the ledger. An İYS approval never opens local consent.
