The current user's in-app notifications (top-bar bell). First producer is @mentions in internal notes; the surface is generic for reuse.
List the current user's notifications
The authenticated user's in-app notifications for the top-bar bell, unread first then newest first. The total unread count is returned in `meta.unread_count` so the badge needs no second request. First producer is @mentions in internal notes (`type: mention`).
