Support address, floating launcher and report-form limits

What the Help area and the floating launcher need. support_email is null until the platform sets one. launcher.items is empty whenever the launcher is switched off. Item labels are keyed by language code; a client shows its UI language, then en. mobile says which Help entry points the agent app offers (both on unless the platform turned one off).
