The panel and the app call it while open. Routing that asks for a fresh heartbeat (heartbeat_minutes) only gives work to members whose last one is recent (doc 64 §2 #19). Written at most once a minute.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
