Register a device push subscription

/api/me/push-subscriptions

Register (UPSERT) a device push subscription for the acting user. Keyed by (tenant, onesignal_subscription_id): a re-register re-binds the device to the acting user and refreshes last_seen_at. The web/native OneSignal SDK obtains the subscription (player) id and calls this. Returns 201 on create, 200 on update.
