One endpoint rather than three verbs, because they are one decision made at one moment — a surface forced to choose between /complete and /cancel before it knew which would be re-deciding the agent's mind.

Closing records WHO and WHEN on the way out rather than leaving it to be inferred from updated_at, which also moves when somebody edits a note.

A cancelled callback is KEPT, not deleted: "we said we would ring and then decided not to" is exactly the fact a supervisor needs.
