GET/api/assignment-queue
The supervisors' waiting list (doc 64 §6.5): unowned conversations that
need a person, oldest wait first, narrowed to the caller's reach.
Requires conversations.assign; gated by assignment_queue.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
