Restore a workspace scheduled for deletion (owner only)

OWNER ONLY, until due_at (410 restore_window_closed after it — an operator can still cancel on request). Access comes back; the channels the deletion paused are switched on again, and those whose provider webhook was released are listed in channels_to_reconnect (they show "webhook failed" until reconnected).
