As startFormSubmissionAction, audited against the ad lead (ad_lead.conversation_started, ad_lead.whatsapp_started, ad_lead.call_started). Nothing is sent.

Authenticated but not allowed.

Resource not found (or not visible to the current tenant).

The number might belong to an existing contact (code = possible_duplicate).

The action is not available (code = action_unavailable, reason), or the request is invalid.
