Configure a member's personal email mailbox (admin)

A tenant admin configuring a member's personal mailbox. Requires members.manage. Sending piping.history_sync additionally requires agent_email_piping.history_sync AND that the member does NOT hold both agent_email_piping.manage and agent_email_piping.history_sync (then the member manages it themselves); otherwise 403 and nothing changes.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
