Update a webhook endpoint

Patch the URL, subscribed events, active flag, or description. Re-enabling a disabled endpoint clears its failure counter. The secret is rotated via the dedicated regenerate endpoint, not here.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
