Create a flow
POST/api/flows
Author a new flow from a definition payload (admin only). name and
definition are required; the flow is created inactive unless
is_active is true.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
