Seed the built-in triage flow

/api/flows/seed-triage

Create the built-in triage flow for this tenant, localized into the tenant's widget locale (admin only). The flow asks "How can we help?" with Sales / Support (hand to the AI) and "Talk to a person" (hand to a human) branches. The seeded flow is INACTIVE — activate it explicitly. Returns 409 if a triage flow already exists (no duplicates).
