Create a draft flow from a template

/api/flows/templates/:template

INACTIVE AND UNPUBLISHED, always. A template is a starting point: it may have blanks only the tenant can fill, and publishing is a decision that stays theirs — so clicking a template can never start answering customers by itself.

The new flow gets one conversation_create trigger, exactly like a flow made by hand.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
