Answers per requirement, so a screen can draw one picker per leg and say WHICH leg ran out. "Bu saat dolu" sends somebody to guess; "cihaz kalmadı, oda var" does not.

suggested is filled in and changeable — the system knows what is free, it does not know that this patient asked for the window room. A leg whose selection is operator suggests nothing at all.

One resource is never suggested to two legs: it would produce a write the database refuses for a reason the operator cannot see.

Nothing here holds anything. Between this answer and the write somebody else may take the room, and the exclusion constraint is what makes that a refusal rather than a double booking.
