List selectable agents for the widget agent menu

GET 
/api/widget/agents

PUBLIC endpoint (anonymous visitors). The agents a visitor may choose to talk to (widget agent selection), scoped to the optional department_id and the tenant's online-only rule. Visitor-safe rows only — the formatted display label (per the tenant's agent-name format), avatar and an online flag. Empty when agent selection is off.
