Rename or change an appearance template

/api/appearance/templates/:template

name and/or tokens (a change merged into the template). Same guard rails as creating one. Every site using the template wears the change at once; it is never a material change of the cookie banner (no one is asked again). Audit appearance_template.updated with the changed token paths.
