A channel's hours — own and effective

A channel without its own hours works its single owner's hours, else its department's, else the company's. Readable by anyone who may view the channel.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
