The utility templates this thread can send

The Page's own templates only — the library is not sendable until it is cloned, and offering an agent a template that cannot be sent is the same defect as offering a permission we do not hold.

A thread whose channel cannot do this returns an EMPTY list rather than an error: the composer simply has nothing to offer, which is what an empty list says.
