Delete or anonymise a person's data

/api/contacts/:contact/erasure

Queues the erasure (202) and returns the request; poll GET /api/contact-erasures/{id} for its status — the contact may no longer exist when it completes. Irreversible. A reason and an explicit confirmed: true are required. 409 already_active when a request for this person is queued or running, already_anonymised when anonymising an anonymous record. Requires contacts.erase.
