Activate a flow

/api/flows/:flowId/activate

Make this flow the tenant's single active flow; every other flow is deactivated (one-active-flow invariant). Admin only. A new chat conversation then triggers this flow.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
