Draft an offer
POST/api/quotes
Requires deals.manage. The quote is created as a draft; sending it
is a separate decision (POST /api/quotes/{quote}/status).
The server adds the document up. subtotal, discount_total,
tax_total and total are computed from the lines on every write and a
total in the request body is ignored — otherwise the number at the
bottom of the page can drift away from the lines above it.
An unpriced catalogue item is not a free one. A line that names a
catalogue entry with no price and states no unit_price of its own is
refused with line_needs_price, rather than quoted at zero.
