POST/api/quotes/:quote/status
The transitions are narrow on purpose: a draft may only be sent; a
sent quote may be accepted, declined or expired; an expired one may
still be answered, because customers call back late and refusing to
record that only loses the answer. An accepted or declined quote is
final — un-deciding a decision is what a revision is for.
decline_reason_id is kept only on a refusal and cleared otherwise: a
reason on an acceptance answers a question nobody asked of that row, and
then gets counted in a report.
