Copies the quote into a NEW draft and leaves the original exactly as it was sent. The copy's lines carry the ORIGINAL wording — a renamed catalogue entry must not rewrite the history the revision is based on.

revision_of_id names the FIRST version of the offer, never the row this was copied from, so "every version of this offer" stays one query.
