Register a new tenant from a native / mobile device (bearer token)
POST/api/auth/device/register
The token twin of /api/register (E7.10): same fields, same promo-card
gate, but returns a Sanctum token pinned to the new tenant instead of
starting a session. A fresh sign-up has one membership, so there is
never a tenant picker.
