Complete a pending multi-tenant login

POST 
/api/session/select-tenant

Completes a login that was deferred because the account belongs to more than one tenant (needs_tenant_selection: true from /api/login). PUBLIC: the user is not logged in yet — the pending account is taken from the session, never from the client. Logs in as the chosen tenant's user and sets the session cookie.
