Mark a payment as never having happened

POST 
/api/payments/:payment/void

There is no delete. A payment row is a claim that money changed hands and somebody reconciles it against a bank statement; deleting it makes the claim vanish from both sides of that comparison.

The reason is required — a voided entry nobody can explain a year later is the one thing a corrected ledger must never contain. Any instalment this payment had settled is reopened.
