A vendor's voice catalogue, for the assistant editor

/api/voice-agents/voices

Its own endpoint rather than the announcement one, because they ask different questions: that one reads the tenant's SAVED announcement selection, while this answers for a vendor the operator is still choosing, on a key they may not have bound yet.

An empty list is a 200 — the vendor may publish no catalogue, or the call may have failed. Either way the screen still renders.
