Make the chosen voice say a word

/api/voice/announcement/test

Synthesizes a short probe on ONE WIRE'S selection. The only way to catch what a declaration cannot: a revoked key, or a vendor that will not speak until a voice id is named.

The wire is named rather than searched for, because the two can hold different vendors: a tenant pressing "test" beside their phone-line vendor must not be told their Meta vendor works.
