Promise to ring somebody back (F10.5d)

POST

/api/calls/callbacks

NOTHING HERE DIALS. The row becomes a reminder and a human presses call. A platform that rang a customer at a scheduled moment with no agent ready produces exactly the call the customer hangs up on — and on WhatsApp it is billed for the privilege.

due_at must be in the FUTURE: a callback due in the past is not a promise, it is a mistake, and it would land in the queue already overdue — which is how people learn to ignore the overdue count.

assigned_user_id is optional and NOT defaulted to the caller. "Someone will call you back" is a promise the team owns; defaulting it would turn every team promise into one person's homework.

A channel_id the actor cannot use is refused here rather than discovered by whoever tries to keep the promise.

Requires conversations.reply — the DIALLER's permission. Gating it on conversations.view would let a read-only supervisor commit an agent's afternoon.
