The flows this conversation can be sent through by hand
GET/api/conversations/:conversationId/flows
The dispatcher list for the manual flow trigger. Only flows that
declare an ACTIVE manual trigger and have been PUBLISHED are returned —
offering the rest would hand an agent flows whose first step expects a
form's answers or a schedule's audience, and they would fail in front of
the customer.
is_active is deliberately not required: that switch decides whether a
flow competes for arriving conversations, and a flow meant to be started
only by hand should not have to be left switched on.
Gated by the conversation reply capability, not by manage-flows:
starting one sends real messages to this customer.
