Unblock a conversation

Moves a blocked conversation back to on_hold (an agent then triages it). Authorized via the conversation block ability. The contact-level block, if any, is independent and not cleared here. Delivered live over conversation.updated.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
