List pending transfer requests (AC-4)
GET/api/transfer-requests
The pending transfer requests visible to the actor: approvers (holders of
the assign power) see the whole tenant queue; a plain agent sees only the
requests they opened.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
Authenticated but not allowed.
