Open a transfer approval request (AC-4)
POST/api/conversations/:conversationId/transfer-request
An agent opens a REQUEST to hand their conversation off; ownership does
not move until a supervisor approves. Requires the request transfer mode
to be enabled + the conversations.transfer ability. At most one request
may be pending per conversation.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
