Transfer a conversation (AC-3)

/api/conversations/:conversationId/transfer

Hand off a conversation the actor is handling — direct to a specific teammate (to_user_id) or queue back to auto-routing. Gated by the grant-only conversations.transfer permission (holders of assign may also transfer) and bounded by the tenant's enabled modes + target scope. Refused with 409 when somebody else changed the owner since the caller loaded it (doc 64 §8).

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).

Authenticated but not allowed.

Resource not found (or not visible to the current tenant).

Somebody else changed the owner between the moment the caller looked and the write (doc 64 §8). Carries the CURRENT owner so the screen can say who won.
