Bring phone contacts into the workspace (deduplicated)
POST/api/contacts-sync/import
Each entry is matched against existing contacts by normalised phone
(the number lookup's rule) and email. One match → matched (or
conflict with the differing fields) and the existing contact is
NEVER changed; several matches → conflict (ambiguous); none → a
new saved contact (created). Entries without a usable phone or email
are skipped; a second entry for the same person in one request is
duplicate_in_batch. Requires contacts_sync.use, contacts.manage,
the switch on and phone_to_cw or two_way allowed. At most 500
entries.

Not authenticated. code: account_disabled means the member's seat was deactivated in this workspace: the session is over even though the token was not revoked (clients sign out and clean up).
Authenticated but not allowed.
