Meta platform config (client-safe)

The CLIENT-SAFE platform Meta App config so the SPA can init the Facebook JS SDK and gate the one-click connect buttons. Admin only. Returns the app id + the two Login config ids + the graph version + a configured flag — NEVER the platform app secret or webhook verify token.
