Publish a flow as this Page's welcome message flow
POST/api/channels/:channel/meta/welcome-flows
Publishes the flow's FIRST STEP — the text and its buttons. When the customer taps one, the tap arrives on our webhook and the rest of the flow runs here, with its branching, capture and handover intact. Flattening more of it into Meta's JSON would build a second, worse runner inside somebody else's product.
Re-publishing UPDATES rather than duplicates, because Meta's id is kept:
the same POST creates when flow_id is absent, so a republish without it
would leave Ads Manager offering two identical-looking options with
different contents. Admin-gated (Channel update).

The refreshed state.
Meta refused, or we did on Meta's behalf — a flow inside a live advertisement, a flow with no opening message, a channel with no Page.
