Create a server key for a site (admin)
POST/api/integrations/website/sites/:site/server-keys
A server key (sk_…, scope forms:submit) for the site's backend to
post form submissions with (submitWebsiteFormIntake). The token is in
THIS response only; afterwards only token_hint is shown. Audit row
website.server_key_created.
