Queues a scan: the home page (or url, which must be on the site's domains and resolve to a public address) and up to 4 same-site links are opened in a fresh headless browser in each state. Runs in the background (one to three minutes); poll listWebsiteConsentScans. 422 scanner_unavailable when this installation has no browser (no row is written), not_site_url, blocked_url, no_domain; 409 in_progress while a scan of the site is queued or running; 429 rate_limited past 3 scans per site per hour or 20 per workspace per day. The "Accept all" state loads the site's tags as a visitor would, so the site's own analytics may count those page views. Audit row website.consent_scan_started.
