Start 'Connect with Google' for Google Ads (admin)

Parks the tenant, the member and a PKCE verifier under a single-use state for fifteen minutes and returns Google's consent url (scopes adwords and datamanager, offline access). Google then redirects the browser to GET /api/google-ads/oauth/callback, which stores the grant and returns to the panel with google_ads=connected or google_ads_error=<reason> (denied, missing_params, expired, unavailable, exchange, scopes). 422 on google_ads while the platform OAuth client is not configured.
