Make an older version of the site's tags live again (site_tags.publish)

One-click rollback: the version goes live, nothing is rewritten — the newer versions stay in the list and the draft is untouched. Its vendors join the banner like a publish's. 422 when the version is already live. Audit row website.tags_rolled_back.
