Doc 106 §4.5, CMP-5. blocked: true stops every custom tag of the site at once (new pages within a minute); false lets them run again and needs the two-factor code said in the last 15 minutes. The same stop works on the page itself with data-cwz-block="custom" on the widget line. Audit row website.tags_custom_switched.
