What Meta's own books say about a Page's messaging
GET/api/channels/:channel/messenger/insights
Four metrics (37 §E1.5), and one of them is not like the others.
messaging_connections is lifted out of the map on purpose: Meta calls
it "the number of people your business can send messages to" and uses
that exact figure as the ENGAGED USERS term in its rate-limit formula.
Without it a sending ceiling can only be guessed, and both guesses cost
the tenant — guess high and Meta throttles a campaign halfway, guess low
and they pay for reach they were entitled to.
Null rather than 0 when Meta did not answer: zero would read as a ceiling of zero and stop a healthy Page from sending at all.
Returns 422 while the app is waiting on read_insights — answered here
rather than by Graph, whose refusal for a missing permission is a bare
code: 200 indistinguishable from a Page that had no conversations.
