Set the WhatsApp profile photo

Upload a profile photo (JPEG/PNG, up to 5 MB) via the Resumable Upload API and apply it to the business profile as profile_picture_handle — the one profile field that previously required WhatsApp Manager. Admin-gated (Channel update); a Graph rejection is a 422 with detail.
