Every flow the tenant owns, each with its publish state AND, when it cannot be published, the reason — before anybody presses anything.

THREE THINGS STOP A PUBLISH and all three are knowable on this read: the flow has no starting step, its first step has no text, or an advertisement is holding Meta's lock. The first two come from calling the real renderer rather than a second copy of its rules; the third is is_used_in_ad, which only Meta knows because the ad was created in Ads Manager, which we never touch.

is_used_in_ad is NULL when Meta could not be read. "We could not ask" and "not in an ad" are different answers, and returning the second for the first is how a tenant gets a refusal they were told would not come. Admin-gated (Channel view).
