Meta's utility template library and the Page's own copies
GET/api/channels/:channel/messenger/utility-templates
Both lists in one response (37 §E8.1). The library is Meta's and is not sendable until it is cloned onto the Page; the Page list is what an agent can actually send.
Returns 422 when the app does not hold pages_utility_messaging — the
refusal is answered here rather than by Graph, because Meta's own answer
for a missing permission is a bare code: 200 that looks identical to
a template that simply does not exist.
